Place-aware

City and County systems differ. Geography must be explicit rather than implied.

Non-stigmatizing

Research should explain systems and constraints—not label residents or neighborhoods.

Auditable

Material claims should be traceable to a public source or a documented original method.

How can local reporting show structural conditions without exposing or profiling individual households?
